Javier O. Castano serves as Interim Head of Procurement for Operation End Starvation, where he leads procurement operations and provides strategic oversight of contracting and grants activities supporting the organization’s mission to end child deaths from acute malnutrition. Following the development of OES’s procurement and regulatory compliance frameworks, he is focused on leading procurement execution during award implementation, ensuring that resulting subawards are competitive, compliant, transparent, and aligned with program and funding requirements.

A retired U.S. Foreign Service Officer and current U.S. Navy Reserve Supply Corps Officer, Mr. Castano has led and advised on more than $3 billion in U.S. Government-funded contracts, grants, and cooperative agreements across diverse international and domestic operating environments. He holds CPCM and CFE credentials and is fluent in English and Spanish, with proficiency in French.
