REMOTE OR HYBRID, WASHINGTON, D.C. | FULL-TIME
PREFERENCE FOR WASHINGTON, D.C.-BASED CANDIDATES
The Deputy Director of Global Programs serves as the senior execution leader for OES’s global program portfolio, translating portfolio strategy and programmatic decisions established by the Director of Global Programs into disciplined, high-quality implementation. The Deputy Director oversees the program management and monitoring, evaluation, and learning (MEL) functions, ensuring that performance insights inform operational decisions and continuous improvement. The role coordinates day-to-day program delivery and quality across all operational geographies, works closely with Contracts, Grants & Compliance to ensure implementation aligns with applicable requirements, and deputizes for the Director as needed.
The Deputy Director leads the operational management systems and processes that drive effective portfolio execution, ensuring implementation plans are delivered, performance is monitored, partners are held accountable, and risks are identified and escalated early. By establishing clear accountability, consistent operating rhythms, and practical performance management practices, the Deputy Director enables the Director to focus on overall portfolio leadership, strategy, major programmatic decisions, senior host-government and donor relationships, and cross-divisional priorities.
This role is well suited to an experienced, hands-on program leader who thrives as a highly trusted second-in-command and is energized by building and strengthening systems in an early-stage organization. The ideal candidate brings rigor without unnecessary bureaucracy, moves with urgency, exercises sound judgment about where structure adds value, and is motivated by evidence, cost-effectiveness, and measurable outcomes rather than organizational scale for its own sake.
