Monitoring, Evaluation & Learning (MEL) Lead

REMOTE OR HYBRID, WASHINGTON, D.C. | FULL-TIME

PREFERENCE FOR WASHINGTON, D.C.-BASED CANDIDATES

The Monitoring, Evaluation & Learning (MEL) Lead is a foundational role responsible for developing and maintaining the operational systems that translate OES’s portfolio-level results framework into reliable, actionable program data. Working within centrally established results and cost-effectiveness frameworks, the MEL Lead develops and implements the indicators, tools, standards, and processes that enable implementing partners and country teams to consistently collect, validate, and report program data.

The MEL Lead ensures that data reported by OES’s country programs is complete, consistent, and credible enough to support forecasting, cost-effectiveness reporting, and donor accountability, while ensuring that insights shared with country teams are timely, actionable, and useful for informing program improvements. The role requires not only strong technical expertise in MEL systems and data quality, but also the ability to build relationships and strengthen the capacity of implementing partners.

We are seeking a builder who is equally comfortable translating an established results framework into practical MEL tools and working directly with implementing partners to resolve data collection challenges. The right candidate combines methodological rigor with field-level practicality, communicates effectively across technical and non-technical audiences, and thrives in an entrepreneurial environment where systems and processes are still being established.

This position reports to the Deputy Director of Global Programs and works closely with the Senior Manager, Award Performance & Reporting; Lead, Forecasting & Performance Analytics; Director of Cost-Effectiveness & Innovation; Country Portfolio Leads; and Country Liaison Officers to ensure reliable program data, effective monitoring systems, and continuous learning across OES’s global portfolio.

This position is being managed by Disston Search. Interested candidates should contact Courtney Disston at cdisston@disstonsearch.com for additional information and application instructions.
