William Moore is the Founder and Chief Executive Officer of Operation End Starvation, a new public-private partnership working to dramatically expand access to lifesaving malnutrition treatment and improved prenatal vitamins. In this role, he leads OES in mobilizing governments, philanthropy, and the private sector around ambitious efforts to reduce child and maternal mortality worldwide.

In 2026, Devex named Will among the 20 most influential people worldwide in international development.

Will also serves as Chairman and CEO of the Eleanor Crook Foundation, which he has helped grow from a start-up into a leading global health philanthropy managing a $100 million endowment and more than $200 million in grantmaking. Over more than a decade working in global health and development, he has helped mobilize billions of dollars in public and philanthropic investment, built partnerships across governments, multilateral organizations, philanthropy, and civil society, and advanced policy reforms that have expanded access to evidence-based malnutrition interventions.

Will has founded and chaired many organizations, including Stronger Foundations, the main network of philanthropies focused on global malnutrition, and United Against Malnutrition and Hunger, the leading UK advocacy organization focused on global hunger. He is a member of the United Nations Foundation's Global Leadership Council and also sits on the board of the U.S. Global Leadership Coalition. He has served on the board of Bread for the World, The Alliance to End Hunger, and other leading advocacy organizations.

A North Carolina native, Will graduated with top marks from Columbia University with a degree in American Studies.
