Tobias Stillman
Tobias Stillman is a global nutrition leader with more than 30 years of experience designing, managing, and delivering health and nutrition programs across Africa, Asia, Latin America, and the Middle East. He brings deep expertise in program quality, performance management, and the application of evidence-based approaches, with particular experience in fragile and conflict-affected settings.
Prior to joining OES, Tobias served as Director of Technical Services and Innovation at Action Against Hunger, where he led global program development, research, monitoring and evaluation, and advocacy across a multi-country portfolio. He has also held senior leadership roles at FHI 360, Save the Children, Catholic Relief Services, and UNICEF, managing large-scale U.S. Government health and nutrition programs, overseeing humanitarian responses, advising governments, and contributing to global nutrition policy and practice.
Tobias is a Senior Research Associate with the Global Policy Institute at the University of Maryland’s School of Public Policy, where his work focuses on model-based forecasting for food security and nutrition crises and the evolving humanitarian response architecture. He holds an MPH from the Johns Hopkins Bloomberg School of Public Health.
