Former U.S. Representative for Utah’s 2nd Congressional District and a veteran of the U.S. Air Force. He is also an author and the former CEO of Shipley Group.

Benjamin Feit
Managing Director Ben Feit is the Founder of ReThink Associates and Pope Solutions, advising mission-driven organizations on maximizing social impact. With over 30 years of experience, he has led governance and institutional strengthening programs across Africa, Eastern Europe, and the Middle East.
A former CEO, COO, and Chief Growth Officer at Panagora Group, Creative Associates, Deloitte, and DAI, Ben also spent 15 years teaching U.S. foreign aid policy at Georgetown University. Today, he focuses on building high-impact public-private partnerships to address humanitarian challenges, navigate complex funding, and accelerate organizational growth.
Keisha Effiom
Director of Contracts and ComplianceKeisha Effiom is an executive leader in federal contracting and global development, bringing over 18 years of experience managing high-stakes humanitarian initiatives across Sub-Saharan Africa.
Former USAID Mission Director for Rwanda and Burundi, she leads contracts and compliance at the OES Secretariat, ensuring that global investments in ending child malnutrition deliver measurable, accountable impact.
Javier is a retired U.S. Diplomat and USAID Foreign Service Officer with over 20 years of expertise in global procurement, compliance, and international development. He has managed complex grants and agreements across Southeast Asia, Africa, Latin America, and the Middle East, focusing on strengthening governance and institutional capacity.
Javier also served as a Foreign Assistance Advisor to U.S. Southern Command, aligning civilian and defense-led humanitarian efforts. He is a U.S. Navy Reserve Supply Corps Officer and a Certified Professional Contract Manager (CPCM).

George is the Treasurer and Interim Director of Finance and Operations for Operation End Starvation and the CEO of Pope Solutions. A licensed CPA, CPCM, and CGFM, he has served as CFO for the Peace Corps, TechnoServe, and Food for the Hungry, where he drove financial growth in complex environments.
George’s extensive background includes serving as Chief Procurement Officer for the District of Columbia and Executive Director at Grant Thornton, where he led international public sector initiatives. A former U.S. Marine Corps Major, he specializes in integrating finance, supply chain, and program delivery to build resilient organizations globally.
Treasurer and Director of Finance & OperationsGeorge Schutter
Rafi serves as the Director of Supply Chain at OES, bringing over 25 years of experience in operational transformation. After starting in technical roles at Levi Strauss & Co., he rose to senior leadership positions at Walmart, Philips, Avon, and Macy’s. Notably, he orchestrated an $18B e-commerce expansion during the COVID-19 pandemic and led strategic fulfillment consolidations and global transportation rebidding.
Driven by the philosophy that "people support what they create," Rafi focuses on hands-on collaboration and cross-functional accountability. He holds an M.B.A. in Strategic Leadership and MIT certifications in AI Product Design and Digital Supply Chain Reinvention.
